The license information cannot be transferred; a new purchase would be required to obtain a customer number.

MetaStock 6.5 - 7.03
Either fax, mail, or email your proof of purchase to MetaStock Sales or Support. Include your email address, name, address, and phone numbers, so that we have adequate information to set up the account. If you do not have access to your purchase receipt, you can provide the name of the company you purchased MetaStock from and MetaStock support can see about contacting them on your behalf to obtain proof of purchase.

If you purchased MetaStock from another customer:

The original owner would need to send a letter to MetaStock with their customer number, releasing all rights of the software to the new owner. The new owner would be assigned a new customer number.
