Is this feature working ? Does it only count if you post a question? How about replies?

It is calculated off of total posts.

I believe it is re-calculated daily, but I'd have to look into it further to be sure.

Whenever I post a topic or reply to one, I never see my name in that list

I'm still trying to prove it, but try this:

If not already, make sure your profile settings are 1) Display in members list- YES and 2) Enable DisplayName- YES.  Post at least 2 or 3 messages outside of the test forum (you can tack them on to this thread if you'd like) and then wait 3 hours or so.  The active user list is updated every 3 hours.  Let's see if that'll get you on the list.  I have asked Telligent for help, but we can probably figure it out if we try hard.
