I have a text file of Tick data including (Ticker Date Time Open High Low Close)
What steps must I perform to put this into Metastock.

You will need MetaStock Professional to view any intraday data (converted or otherwise) in MetaStock.

That said, you can use the DownLoader's Tools-->Convert functionality to convert this file into the MetaStock format.

Within The DownLoader's F1 Help, you can perform an Index search for ASCII File Layout to see what format we would need the TXT file in.
