While checking one of the securities I applied the MACD indicator and came to see this Oversold MACD and the bars color changed.I couldn't understand the formula which is as follows

OscP(12,26,E,%) <= -3 AND ROC(OscP(12,26,E,%),5,$) = -Sum(Abs(ROC(OscP(12,26,E,%),1,$)),5)

Please tell me what this means and how this can be used to interpret the market?
