How do I write the above 2 formulae for histogram.to know the extremes.

Which histogram are you talking about ? I'll assume you're refering to macd.
I'm not sure I understood, but the code for your indicator would be :
{longest red}
LLV(macd(),250);
{longest blue}
HHV(macd(),250)
